Anybody know if 16' rims will fit the 330ci and what size of the tire should I get for winter?

The AT Italia Type 5 (from TireRack) seems to be the only 16" rim known to fit over the calipers of a 330. I just bought a set of these, along with 205/55/16 Dunlop WinterSport M3's.

Is there no cheap steel rims for it?

the only steels for it are the BMW ones, in 17in guise...they are $107 a piece
