are you supposed to sand down the final layer of primer down before the basecoat of the actual paint? Or do you leave the primer rough and not sanded before putting on the paint? I find that when I am sanding down, i keep wearing down the edges of the piece while the flat surfaces don't get worn down as much.

Yes, sand the primer smooth before applying the next coat. Sand it dry (don't use water).

Use a grit from 600 - 1000, and remember to tack off (lightly wipe to remove sanding residue) the surface after you've sanded smooth.

You're not supposed to sand the primer completely off, but it's not the end of the world if one or two spots show through when you're done.
