I believe that "hub centric" refers to the design of the wheel hub which if you take a look at it, has a ring of metal protruding out just inside of the bolt holes which fits inside a similar sized hole in the center of the wheel. I believe this "hub ring" carries the majority of the weight and stress of the wheel connection to the hub and helps with centering. Perhaps some one can provide a more elegant or correct explaination.
