So wait a minute...you removed the muffler and the cats and are now complaining that the car is loud? Put the bastard back in and problem solved.

As far as your question goes, I'm not sure. Would the vacuum be enough to open close both lines? Also, the amount of backpressure might be too much.

haha, yess that would solve the problem but I LOVE the high RPM sound, just not the drone at cruising speed. I bought another vacuum valve tip so Ill get that welded on and see how it works.

What about a different muffler than the OEM one? There are tons to choose from out there.
