Is it ok to use rtab limiters along with powerflex rtabs? Is this overkill or not even possible with the powerflex design?

First, if possible, it's definitely overkill!
Second, why?

Limiters are necessary to remove the gap left by oem bushings in order to improve rigidity - the powerflex are already huge enough to do that without 'help'!

I don't think you can....apparently limiters are already "built-in". I would suggest going with OEM E46 M3 RTABs + limiters, polyurethane does not deal with multiaxial deflection as well as rubber and will squeak if you don't put enough grease. For this reason, a couple shops I can think of off the top of my head suggest using OEM + limiter for the street, or solid (aluminum) for the track, but nothing in between.
