photoshop:
1.) duplicate a layer of your photo
2.) on the duplicated layer: blur>Gussian or something. set it to 5~7
3.)set contrast to:70
4.) then tone down the opacity (the strength of the layer..) of the layer to achieve the wanted effect. around 40~60%
