Actually you can. The reason that they don't let you do it is that repeated turning on and off of a high-intensity discharge lamp is very bad for its lifespan.

Although 66164321 did say something about "also daylight"... if the bi-xenon's low beams are on during the daytime, then the "flash" would be achieved by the flap that controls the beam spread, and would therefore be feasible.
