That's a tough one. Not having access to a lift is a common issue many enthusiasts face. AFAIK, most of those type places are all shut down now due to insurance/risk issues. That said, there may still be a few options you can consider:
1. Look for automotive schools in your area that offer night classes or something along those lines. The right class should give you access to a lift for a short period provided you sign up and pay for the class.
2. Find a student who already goes to one of those classes and try to convince them to help you put your car on a lift and do the work for school credit. That may or may not be possible depending on the schools policies.
3. If you know anyone in the military stationed near you, many of the larger bases have auto hobby shops with lifts. While a lot of them have also closed down now, there are still a few in operation. That can be tricky though if you plan to do the work yourself. They may or may not be able to get you onto the base let alone able to use the hobby shop. They would definitely have to be there with you the entire time.
4. Does it need to be a lift or can you use a pit? That might be easier to find than a lift as there's less inheirant liability involved.
