No clue. Maybe a stand alone ecu installation gone wrong or some kind of tool used for tuning purposes.
I found this 2000 bmw 328i in dubai showroom... it came from Japan recently... i drove it and its punchy than normal 328's... really its good! BUT i just can't understand how the hell this thing works!
My guess would be that the motor has been internally modded for more power & by running the coil packs outside they get a favorable cooling effect.
A lot of the high HP guys like Saad Racing actually mount their coil packs in a similar fashion.

maybe someone stuck in plug anti-foulers and couldnt get the coils back in
