Same here, cold but not ice cold. The thermometer measured below 50F coming out of the central vents. So it's either too hot outside (between 90F and 100F) or my windows need to get tinted.
Does tint make a difference?
I'm sure tint makes a difference, but I don't have any. There aren't many that can (or are willing to) do it, but try having your cars Vehicle Order (VO/FA) changed so that your car identifies itself as a euro model, and then have the IHKA recoded. Made a huge difference for me. One of these days I'll compare the files so that I can substantiate the differences.
edit: I just compared the defaults between the two regions, and there's only one line that's different: "umluft_memory". Doesn't seem like that it'd be something that changes the cooling capacity. I would normally say my experience was placebo, but I had a number of people comment on the increased cooling capacity, and they have no idea about the kinds of things I do w/ coding on my car.
edit 2: The line doesn't have the implied change (my ihka unit maintains the memory of the ventilation settings whether or not the line is set to aktiv/nicht_aktiv). Perhaps that line really does change how the car cools the cabin
