Here's the truth
Your bulbs suck. You need good bulbs. End of story. The ones you have are aftermarket garbage. I have some extras actually if you'd like. They're Phillips bulbs and are some on the best available.
As for your lenses, they are dirty. Mine looked the same way. You should actually be able to look through them and see the cutoff. However, they have a layer of fog on them. Basically what you need to do is open up your headlights, and wipe your little lenses off front and back. The lenses are shaped like a half moon. It's almost an inch thick of solid glass at its thickest point. Think half of an orange. Not curved like a contact.

Correct bulbs+a lens cleaning will make your light output great.

To clean them you simply just use a cotton cloth like a t shirt. They are not easily scratched and the fog wipes right off.

i have the CBI bulbs in my car. they are nice. the bulbs i have for sale are these http://www.theretrofitsource.com/components/bulbs/d2s-philips-85136.html#.VEi37b4lBC8
they are OEM and very quality. the light output of any quality bulb will be worlds better than your current ones.

i have the cheap umnitza halos. they were like $80 a few years back. they're ok. i'm sure those angel eyes would be very nice though and i would put them on my car.
getting the lens off itself isn't bad.
getting the inner unit separated from the outer unit was near impossible for me. it's hard to understand until you get into it, but try to remove the black cover with the silver slits first to access the white clips from the front.

i know that doesn't make sense now but it will after you look into it.

Ok thank you everyone for the input. Yes I it does say Bosch on the lens covers. I just ordered CBIs, so now to clean the glass bowls. Is there a thread that shows how to remove the headlight lens and get into the headlight to clean the glass bowls?

Yeah Google search it. Solidjake might have one. And there's another good one out there. Just look up e46 xenon headlight removal or something of that nature
