Help! Mystery P0455 code

So, I live in Chicago and for those of you that don't know, the way they do emissions testing here is by plugging into your cars computer and letting it do the work. If your SES light is on, you will fail the test. Failed emissions testing means I can't re-register my car, which leads to tickets, and Chicago cops seem to like ticketing my car.
I have now replaced my gas cap and the leak detection pump, and the SES light keeps coming back on (same code, P0455). I've had my mechanic smoke test the car twice now, and he says he can't find a leak. Any suggestions?

P0455 code = Evaporative Emission Control System Pressure leak detected (Gross Leak)

Try looking through this document for information on the Evap Emissions system - http://www.ge39.com/files/m54x5.pdf

Check the hoses that connect to/from your change over valve, purge valve, and charcoal canister.
Check the charcoal canister for cracks/holes.
