This looks like a bonding failure to the paint(?) primer underneath. The panel appears to have already had a poor respray...a good paint shop can feather out the bonding failure and help you decide whether the entire panel is debonding and what your options are. None of them really good.
Fully agreed. I’ve seen this kind of stuff on poor respray jobs before. Factory paint would not peel this way.. it would be a much smaller chip or scratch in clear coat or down to bare metal… not paint peeling from primer.

My guess is there will be more of this peeling around the entire area that was redone. This can be touched up temporarily but if you want to fix it right, have a shop determine what was resprayed and re-do it properly. Won’t be cheap but won’t peel again either if done right…
