Got some ideas on to fix this cab?
Its tried to be cleaned, but didnt help.

That almost looks like someone waxed it with clothing/garment wax or something else. Might be worth trying to heat up a section with a hair drier to see if it loosens up.

You can look for Angelus cloth dye, go straight on or dilute it a bit - then try on a small part for a week. Another option is black shoe polish or Rite dye. Don't worry about adding too much salt or if the material is acrylic using too much vinegar. Again try it on a small area first for a week or two before you go all out. Look for the non-toxic stuff if it's available.

I'd be wary of a dye product at first. It's very hard to tell from the photo if the cloth is still wet, has a drive through car wash wax added, someone applied a poor product or otherwise.
I'd suggest a thorough cleaning followed on with a dressing that actually works. Then go to the dye at the end.
You'd have to clean it anyway before any dye application.

The suggestion of a good soft brush (in one of the links) I feel is a great suggestion.

Here's a start, I have zero experience with either.
