That is definately clear coat failure. You might have to respray the bumper, unless you want to try wetsanding it then cutting. From what i've read on the Meguairs Forum clearcoat failure is not reversible, althought someone on here might know differently.

Wetsand with some 1500 or 2000 and then buff it with Meguairs Ultra cut compound. Or 3M perfect-IT.

Polishing it won't do anything but remove the exposed paint. The clear coat is delaimnating and it will have to be repainted. This is no "sanding and polishing" that will fix it.

Hmmm. Not encouraging. I guess I will just do a bumper upgrade if I am going to have to replace it anyway. I am not sure I can look at that every day w/o getting upset about it.
