Do not do any transactions with this guy. His name is Ben and he is from Allentown, Pennsylavnia? I paypal'd him $$$ for a Cell Phone, and one month later I still have not received it. I do not want the phone anymore- I needed one in a hurry. I even sent him extra money for faster shipping. He will not return any of my or Paypal's emails. All I want is my money Paypal'd back.

You are insured for that. Contact paypal and they will reverse the money as long as he cannot prove that he shipped it to you.

I tried that. Paypal would only refund me the balance he had in his Paypal account = $3.63.
