No, if key will release ACC, it should release ignition too. Check your voltage and grounds supply, with they are ok, probably your CAS is damaged.
Is it possible that your CAS module plastic case...

never connect lamps on CAS outputs, because they can carry very little current and are suitable for relays only!

Most likely your CAS module is C3, this means that it needs ELV (electric steering lock), and won't engage ignition without it. Check label on your CAS module, or post picture of sticker on it....
