I had a similar issue. It ended up being a bad heater core which is actually a very easy job. Just take out the Radio and HVAC panels, and the core is inside the little case.

I'm pretty sure I'd end up pinching a 255 x-sect tire on a 8" wheel. Perhaps something to consider if I ever buy those Avant Garde M350s I've ben eyeing.
