The HCV is a great plan. Also check the thermostat sensor which is the vent on the left of the HVAC control unit. Use compressed air and blow it out. Worked for me.

The black box on the top is the air quality sensor which closes the outside air vents if bad air is detected. You have to have that option on your air recirculation button to engage.
