Could it be sound deadening material for one of the seat motors? My e36 has a cloth like cover on one of the tilt motors, maybe newer versions use the rubbery stuff.

I tried the ebay regulators once and it didnt last 3 months. I tried the Dorman brand and they didn't last either. Actually had the best luck with Uro Premium but they are about $70 ea.
